Commercial Construction completes Perkins Homes Phase 3

Commercial Construction is proud to announce the completion of Perkins Homes Phase 3, marking a major milestone in the ongoing revitalization of East Baltimore. This uniquely challenging project is the second of four phases in the Perkins Square redevelopment that Commercial Construction has been entrusted to build. Phase 3 delivers 152 affordable housing units across two four-story buildings, bringing high-quality, energy-efficient homes to families in the renewed heart of Baltimore.

“The single biggest challenge on this project was dealing with the Hexavalent Chromium (just like the movie Erin Brockovich) at the beginning,” said Superintendent Ryan Orsini. “It was an unknown condition that threw us all for a loop. We had to stop everything, switch gears, and even build the smaller of the two buildings first, which was totally out of sequence.”

Despite those conditions, Orsini is proud of how the team adapted. “We had about a 45-day delay but still finished on schedule with no punch list. That’s remarkable.”

Nicole Blumner, Vice President of McCormick Baron Salazar, echoed our pride in this project. “Every stage of this multi-phase project is complex and challenging, and Phase 3 was no different. The outstanding attention to detail and teamwork demonstrated by Commercial made the construction process a pleasure to be part of. MBS is grateful to the entire on-site team for delivering two beautiful and well-crafted buildings. Thanks to your efforts, Perkins 3 will provide safe and stable homes for our residents for generations to come.”

We want to thank McCormick Baron Salazar, the Housing Authority of Baltimore City, and the Maryland Department of Housing and Community Development for partnering with Commercial Construction. We are honored to be part of this historic transformation—turning what was once a symbol of industrial pollution into a model of sustainable urban revitalization.
